My sister relayed a story to me from one of her co-workers. I'm trying to get information from the source directly sent to the editors. My understanding is a 75 year old man purchased a car over the phone and it was delivered to him at a nursing home. He has no license and I believe is suffering from dementia. The dealership apparently delivered the car to the parking lot which is where I assume they picked up a check and had papers signed. Yay for ethics!

Was it a Buick?

No idea. Dealership in question does sell Buick's though depending on which one it was.

I don't know the specifics of this incident, but I'm not aware of any law requiring a buyer to posses a driver's license in order to purchase a car.

The dealership did nothing illegal. It was certainly unethical though.

Also as I'm thinking about it you're required in the state of Michigan to insure the vehicle. You can't insure it without a license.
